A planning guide for institutional leadership
In this guide, Stephen Green, Noodle’s Chief Partnerships Officer, walks through what the Department of Education’s new earnings accountability rules mean for institutional leadership. A program-level earnings test is now at the center of Title IV eligibility. For most programs, the first determination arrives July 1, 2027. The legal framework takes effect around September 2026.
The program-level data institutions need to assess their exposure won’t be available until early 2028. That leaves a narrow window to understand where risk is concentrated and what design changes are worth making before the first determinations arrive.
