A program-level earnings test is now at the center of Title IV eligibility. For most programs, the first determination arrives July 1, 2027. The legal framework takes effect around September 2026.
The program-level data institutions need to assess their exposure won’t be available until early 2028. That leaves a narrow window to understand where risk is concentrated and what design changes are worth making before the first determinations arrive.
